The Superintendent shall have the management and direction of the institution, subject to the regulations issued by the Secretary of Health and approved by the Governor. The Superintendent shall keep a register in which he shall enter a statistical description pertaining to each youth upon his/her entrance, and at the end of every month he shall make a report to the Secretary of Health concerning the general state of the institution, the number of inmates, the number of those admitted and dismissed, and whatever else he may deem opportune and he shall add such indications and recommendations as may be proper for the best interests of the institution. He shall be in charge of all property belonging to the institution and shall keep an account of all expenses, a certified copy of which he shall send to the Secretary of Health, together with his/her monthly report.
