The Special Voucher Program for the Care and Development of School-Age Boys and Girls [shall be] attached to the Family and Child Administration of the Department of the Family. The Program shall use the resources of the Administration to prepare the procedures, forms and all other processes necessary, in order to guarantee the implementation of the Program and the provision of services. Likewise, the Program shall establish a nondiscriminatory, fair and equitable procedure for the adjudication of special vouchers for the care and development of school-age boys and girls.
