It is hereby declared to be the public policy of the Government of Puerto Rico to stimulate the social and financial development of Puerto Rican women in order for them to achieve the maximum progress and self-sufficiency. In order to attain this objective, strategies shall be implemented directed to providing services to single mothers who work fulltime but that due to their income, they usually do not qualify for assistance they would otherwise receive if they were low income parents.
