As of fiscal year 2012-2013, the Integral Care and Development of Childhood Administration shall conduct needs assessments, evaluate successful models in other jurisdictions, design a pilot plan for fiscal year 2012-2013, and promulgate the rules and regulations as are necessary for the implementation of this chapter. Said regulations shall establish, among other things, the reasonable eligibility requirements, participation, search for federal, Commonwealth and municipal funds and the distribution of said funds according to the parameters and conditions set forth in this chapter.
