The Committee is hereby authorized to request from the head of any department, agency or instrumentality of the Commonwealth to supply such information and aid that the Committee might deem necessary, the heads of such departments, agencies or instrumentalities being hereby authorized and directed to supply such aid and information free of any cost, unless prohibited by any law in effect on the date such aid or information is [being] offered.
