The Secretary of Education is hereby authorized to assign teachers contracted by the Department of Education and paid by the Government of Puerto Rico to teach in the United States or in foreign countries ruled by democratic governments, in exchange for teachers from the United States or from said other countries coming to teach in Puerto Rico under contract with, and paid by, the corresponding educational authorities.
