The Secretary of Education is further empowered to assign teachers contracted by the Department of Education and paid by the Government of Puerto Rico to service in the United States in exchange for teachers coming from there for service in Puerto Rico under contract with and paid by the educational authorities of the states, cities, counties or districts of the United States where they are teaching at the time the exchange is effected.
