The Secretary of Education is hereby authorized to contract for the services of teachers, officers or employees of the Department of Education and of the Commonwealth of Puerto Rico, its instrumentalities, political subdivisions, public corporations or subsidiaries thereof, and to pay same due extra compensation for any additional services they may have rendered as teachers or in any other capacity in extension schools, literacy programs, television programs and public radiobroadcasting, and other activities of a similar nature in charge of the Department of Education, outside their regular working hours as teachers or public servants, without subjection to the provisions of § 551 of Title 3, or to any other provisions of law to the contrary.
