The Secretary may authorize the admission of every person who meets the requirements of this subchapter to the teaching career; Provided, That the persons thus appointed shall be admitted to the System in their corresponding classification and level, according to their academic training, teaching experience, and contact hours in continuing education activities and satisfactory evaluations of their performance.
