The procedure related to promotions in level pursuant to § 314b of this title shall be as follows:(1) Members of the teaching career shall request the promotion in level on the date indicated by the Secretary in the Teaching Career Regulations. The application shall include a certified copy of the Professional Improvement Plan, and those documents that attest that the applicant has satisfactorily completed it. Applications for recognition of level shall be filed in the office of the Director.(2) The Directors and the Committee shall analyze the requests, disregarding any consideration not related to the provisions of § 315b of this title. Upon conclusion of the analysis, they shall submit all the files to the Secretary, along with a report with their recommendation as to whether or not the candidate is qualified for the level for which recognition is requested. The Directors shall inform the petitioners of the recommendations that shall be submitted to the Secretary in each case.(3) The Secretary shall review the Reports of the Directors and the Committee and shall make the corresponding decision pursuant to the law.
