All the other legal conditions of the contract of loan, as well as the guarantee of the title to the property to be mortgaged in favor of the board, shall be fixed by the Secretary of Justice of Puerto Rico; Provided, That on imposing such legal conditions, said officer shall conform to the provisions of the foregoing § 369 as regards the payment of the insurance policies renewed annually.
