The Teachers’ Pension Board is hereby authorized and empowered to sell, cede or convey to the best bidder, at public auction, the amount of the mortgage credits owned by the Board, for the purpose of raising funds to replenish the item devoted to home loans, but never at a price lower than the principal of said mortgage credits.
