Any school director making an annual appropriation, in accordance with the provisions of § 376 of this title, may, with the approval of the Secretary of Education, direct payment thereof in favor of the Egida del Maestro, on any day of the fiscal year as the school director may deem fit and convenient. Any funds so ordered paid shall be deposited with the Secretary of the Treasury to be treated as a trust fund and no disbursements therefrom shall be made except for the specific purposes herein authorized, and all payments therefrom must be approved by the Secretary of the Treasury in the manner provided by law for the disbursement of public funds.
