The election period to which all qualifying teachers shall have the right to join the Early Retirement Program shall last ninety (90) [days] after the approval of this act. It is hereby established that during this period all participants who qualify must request to join in the first and second year of the effectiveness of the act. For participants outside the Department of Education, the period for election shall last ninety (90) days and shall begin to apply immediately after the approval of this act.
