The Executive Director shall be the chief executive officer of the System who shall have, without it being construed as a limitation, the following powers and duties:(a) To direct and supervise all technical and administrative activities of the System, consistently with the regulatory provisions in effect or those subsequently adopted by the Board.(b) To be responsible for the proper operation of the System.(c) To adopt the necessary regulations to establish a human resources system for the Administration and the Board of Trustees, in accordance with the provisions of this chapter, as approved by the Board of Trustees.(d) To be able to recruit, dismiss or remove employees, and contract professional and consulting services.(e) To oversee the enforcement of the provisions of this chapter.(f) To certify the necessary payments that are to be made, in accordance with the provisions of this chapter.(g) To carry out any other duties entrusted or delegated to him/her by the Board of Trustees.
