All such real and personal property and the accessories thereof, and such rights or interest therein as in the judgment of the Secretary of Education may be necessary to carry out the purposes of §§ 401—406 of this title are hereby declared of public utility, and such property and accessories and such other rights therein may be condemned without the previous declaration of public utility by the Governor provided for in the General Condemnation Act, §§ 2901—2913 of Title 32.
