The Secretary of Education is authorized, in order to carry out the provisions of §§ 408—410 of this title, to contract for the services of such teachers as may be teaching in the public schools of Puerto Rico, or of any licensed teacher authorized to practice his profession; and he is also authorized to pay them the proper compensation for the additional services which they may render as teachers for adults outside of regular working hours as public school teachers. Provided, That said compensation shall be paid from the appropriation of fifty thousand dollars ($ 50,000) appearing in the Budgetary Act for the fiscal year 1945-46, as well as from any appropriation authorized for the purpose by law in succeeding years.
