The Secretary of the Treasury is also hereby directed to pay, upon certification of the proper payroll, the compensation which must be paid to teachers for adults, as the same may have been approved by the Secretary of Education and by the Director of the Office of Management and Budget accordance with §§ 408—410 of this title.
