For the purposes of §§ 428—434 of this title there is hereby appropriated, from any funds in the Treasury of Puerto Rico not otherwise appropriated, the sum of fifteen thousand dollars ($15,000); Provided, That said appropriation shall be included in the budget of expenses of the Commonwealth for the fiscal year 1919-20, and thereafter.
