(1) Blind student. — Individual who requires special education services and for whom some of the following apply:(a) In spite of the use of mirrors, he has a 20/200 functional vision or less with his stronger eye, which limits the diameter of his visual field to an angular distance of not more than 20 degrees.(b) Has a diagnosis of a visual condition in progressive deterioration.(c) Although his functional vision allows him to read, the diagnosis of progressive visual deterioration is of such a degree that it could be expected that in the near future he/she shall be incapable of reading texts printed in ink.(2) Braille. — System for reading and writing by touch. Known in Spanish as 'Basic Signs of Spanish Writing', and in English as 'Standard English Braille'.(3) Individiualized education program. — Document that establishes in writing that the student requires special education services and which qualifies under the regulations of Section 614(d) of the federal statute, known as the 'Individuals with Disabilities Education Act' [20 U.S.C. 1414(d)].(4) Educational material. — Any material or work used in a study course.(5) Secretary.
