(a) Any teacher certified as a teacher for blind or visually-impaired students must, as part of the certification program, show adequate skill and competence in reading and writing in the Braille System.(b) The Department of Education shall create a certification committee which shall evaluate said teachers according to the standards established by the National Library Service for the Blind and Physically Handicapped of the Library of Congress of the United States.
