Any problem or matter connected with the guidance and operation of the practice centers not foreseen by this chapter will be resolved by common accord between the Secretary of Education and the President of the University of Puerto Rico or the official designated by them, and in the case of private institutions, between the Secretary and the corresponding authorities of the institution. However, it is provided, that if a shortage of practice centers occurs, the students from the University of Puerto Rico shall have priority in selecting where they will perform their teaching practice.
