The sum of nine hundred thousand dollars ($900,000) is hereby appropriated from any funds in the Commonwealth Treasury not otherwise appropriated, to be placed at the disposal of the Higher Education Council of the University of Puerto Rico, created by §§ 601—614 of this title, for the construction of a building and for the purchase of the necessary equipment for the establishment of a school of industrial arts. Said school shall be established at the most suitable place in the opinion of said Higher Education Council. The Secretary of the Treasury shall place at the disposal of the Higher Education Council of the University of Puerto Rico the sum herein appropriated for said purposes.
