The Higher Education Council of the University of Puerto Rico shall be charged with the direction and administration of the school of industrial arts created by §§ 495—497 of this title; shall fix the courses of studies and shall prepare the regulations necessary for the operation thereof. It is likewise empowered to grant, chargeable to the funds appropriated by §§ 495—497 of this title, scholarships or financial aid to students and workmen attending the school of industrial arts in meritorious cases, under the regulations promulgated for such purpose.
