Such sum as may be included in the general budget of expenses of the Commonwealth Government of Puerto Rico shall be used for contracting for the services of technicians in vocational education, whose mission it shall be to give vocational and educational orientation to the pupils attending the urban and rural schools of Puerto Rico; for the contracting for the services of supervisors; to meet traveling expenses and per diems of supervisors and for supplies, printed matter, publications and other expenditures related to the vocational service.
