In order to carry out the provisions of §§ 510—512 of this title, the Secretary of Education is hereby authorized to contract for the services of teachers who are practicing in the public schools of Puerto Rico or of any licensed teacher who is authorized to practice his profession, and to pay said teachers adequate compensation for the additional services that they may render as teachers in this program outside the regular time of their service as public school teachers.
