The Secretary of Education and the Board for Advanced Skills, Vocational and Technical Education are hereby authorized to contract for the services of practicing teachers in vocational schools or any public school, or of other officers and employees of the Government of Puerto Rico, and to pay them due extra compensation for the additional services they may render in part-time classes of the Vocational Education Program or in the training of workmen in industry, outside their regular hours as teachers or as public servants, without subjection to the provisions of § 551 of Title 3.
