To carry out the provisions of §§ 545—549 of this title, funds may be provided as follows:(a) By appropriation in the budget of general expenses of the Commonwealth;(b) by grant made by the Rural Improvements Commission provided for in §§ 111—121 of Title 22, for the purpose of carrying out of said sections, and(c) if at any time there is a surplus in the Commonwealth Treasury, not needed for the payment of the indebtedness now existing for current expenses, the sum of fifty thousand dollars ($50,000), or as much thereof as may be necessary, is hereby appropriated for carrying out the provisions of §§ 545—549 of this title.
