The Secretary of Education of the Commonwealth of Puerto Rico is hereby authorized in coordination with the Secretary of Labor and Human Resources to establish, in accordance with the educational standards of the Department of Education of Puerto Rico, courses on labor-management relations in those public teaching institutions of Puerto Rico which in his judgment are proper and advisable.
