The sum of one hundred and fifty thousand dollars ($150,000) is hereby appropriated from unencumbered general funds as initial capital toward the Working Capital Fund of the Editorial Program of the Department of Education created in § 53 of this title.The Department of Education shall use said working capital fund for the operation of the program authorized by §§ 52—55 of this title.The necessary sums to meet administrative expenses not directly connected with the operation of the Working Capital Fund shall be annually included in the Operating Budget Act of the Government of Puerto Rico.
