The Secretary of Education is hereby empowered to set aside from the inventory of textbooks and other didactic material acquired by purchase a reasonable limited amount of such books and material, without adversely affecting the requirements of the Department of Education, to be ceded gratuitously, on the basis of cultural interchange, to the libraries and educational and cultural institutions of the Commonwealth of Puerto Rico, of any state, possession or territory of the United States, of other countries, and of the United Nations.
