(a) Whenever in his judgment he may deem it necessary to the best interests of public education, the Secretary of Education is hereby authorized to furnish gratis to the beneficiaries of the illiteracy, adult education and English for adults programs, as well as to other private persons or entities genuinely interested therein, any pamphlets or material which the Department of Education may print or publish for the teaching of students enrolling for the formal courses of said programs.(b) The Secretary of Education is hereby authorized to make and promulgate such rules as may be necessary for carrying out the purposes hereof.
