This Legislative Assembly hereby resolves and declares as the public policy of the Commonwealth of Puerto Rico, that the prevention and management of emergencies and disasters is one of the areas that should be emphasized by teaching students of the public and private sector the pertinent measures to handle emergencies, by improving the physical, social and emotional aspects before, during, and after the same. To such effects, the Department of Education of Puerto Rico and the Puerto Rico Council on Education shall strengthen and broaden the courses, seminars, or lectures it is offering for those purposes, to the extent allowed by the available resources and those to be appropriated under this chapter.
