The Department of Education, the Puerto Rico Council on Education, the Department of Health, the Commonwealth Agency for the Management of Emergencies and Administration of Disasters, the Electric Power Authority, the Aqueducts and Sewers Authority, the Department of Housing, the Department of the Family, the Puerto Rico Police, the Department of Natural and Environmental Resources, the Environmental Quality Board, the Puerto Rico Seismic Network, the University of Puerto Rico, and the Firefighters Corps shall establish a multidisciplinary task force to offer training in the prevention and management of emergencies and disasters, in all basic education institutions of Puerto Rico. This Task Force shall revise the plan established by the Department of Education, called Model Plan for the Evacuation of Schools in Cases of Emergencies and Disasters, and shall provide a master plan to achieve the objectives of this chapter, which shall be submitted to the Secretary of Education and to the basic education institutions licensed by the Puerto Rico Council on Education, who shall use it as a guide.Without it being understood as a limitation, the Department of Education is hereby
