The Puerto Rico Department of Education shall develop a 'Model Plan for the Evacuation of Schools in the Case of Emergencies or Disasters,' in accordance with the provisions of this chapter. Likewise, it shall ensure that such plan be implemented as soon as possible at all education levels, giving priority to elementary schools. The Emergency Prevention and Management Plan shall be tested when the Department of Education deems it necessary, but at least once (1) each semester.The Commonwealth Agency for the Management of Emergencies and Administration of Disasters, together with the Puerto Rico Council on Education and the Department of Education shall establish an emergency protocol or plan that is consistent with the School Evacuation Plan for Emergencies or Disasters.
