In order to carry out the objectives of this chapter, the Department of Education of Puerto Rico and the Puerto Rico Council on Education, together with the Commonwealth Agency for the Management of Emergencies and Administration of Disasters, shall receive the transfer of resources and personnel, and advisory services from any government agency, as well as any other type of assistance from those persons or private entities that are interested in collaborating with the implementation of this chapter for the prevention and management of emergencies and disasters.
