Appointment of personnel paid from the funds authorized by §§ 102—105 of this title shall be made by the Secretary of Education, but school janitors shall be appointed by said official on proposal of the mayor. To that end, school janitors are declared excluded, and are hereby expressly excluded, from the classified civil service.
