The resolution thus adopted shall be submitted to the Governor of Puerto Rico, who shall refer it to the Secretary of Education. If the latter has no objection to the reversion of the property, the Governor may then direct the Secretary of Transportation and Public Works to transfer said property to the corresponding municipality.
