The municipalities are hereby authorized to contract loans, the proceeds from which shall be utilized for constructing, with the previous approval of the Secretary of Education and the Planning Board, such buildings for school uses as may be necessary within their territorial jurisdiction. The buildings so constructed shall be leased to the Commonwealth Government, a contract being, in each case, executed to that effect between the Secretary of Education and the municipality, represented by the mayor. This contract shall be executed before starting the construction works and shall become effective as soon as the buildings are placed at the disposal of the Secretary of Education, upon delivery of the pertinent use permit.
