Whenever by virtue of any act public funds have been appropriated or are hereafter appropriated for the Department of Education or the Secretary of Education to carry out any public works for school purposes, or improvements or additions thereto, all property or rights therein which in the judgment of the Secretary of Education may be useful, convenient or necessary for carrying out the authorized public works or the improvements or additions thereto, are hereby declared of public utility.
