The sum of eighty thousand dollars ($80,000) is hereby set aside from any money in the Treasury not otherwise appropriated as a special trust fund to be called the School Building Fund to be expended in accordance with the terms of §§ 118—122 of this title without limitation of fiscal year for the construction of school buildings.
