For the purposes of §§ 126b–126j of this title, the following terms shall have the meaning stated below:(a) Administration.— Shall mean the General Services Administration.(b) Agency.— Shall mean any board, body, examining court, public corporation, commission, independent office, division, administration, bureau, advocate’s office, department, authority, official, person, entity, or any instrumentality of the Government of Puerto Rico.(c) Collected water or water collection.— Shall mean waters that may be obtained from rain.(d) Public-private partnership.— For purposes of §§ 126b-126j of this title shall have the same meaning provided under §§ 2601 et seq. of Title 27, known as the 'Public-Private Partnerships Act'.(e) Authority.— Shall mean the Public Building Authority.(f) Weatherization.— Shall mean the practice of designing, locating, building, outfitting, and operating a building to optimize energy efficiency, and also enable it to generate, in whole or in part, to the extent that technical and financial resources allow, the energy it uses by applying measures and technologies to take advantage of renewable energy sources.(g) Department.— Shall mean the Department of
