The Government of Puerto Rico, through the method or agreement it may employ, shall build every new school applying the concept of weatherization, as this term is defined in subsection (f) of § 126c of this title. In addition, every new school shall have, to the extent that technical and financial resources allow, a water collection and storage system that shall supply the water needed for the restrooms.
