(a) Every person who operates, handles or uses loudspeakers or any other device intended to amplify the volume of sounds for all kinds of verbal or musical propaganda, in front of or in places adjacent to a public or private school in Puerto Rico, in such a way that the sounds emitted may disturb or interrupt the normal functioning of the school and upset the peace and calmness to effectively carry out its educational function, shall be guilty of a misdemeanor and, upon conviction, punished by a fine of not less than twenty-five dollars ($25), nor more than one hundred dollars ($100), or by imprisonment in jail for not less than a month, nor more than three (3) months, or by both penalties, in the discretion of the court. Subsequent violations for the same offense shall be punished by imprisonment in jail for not less than a month nor more than six (6) months, or by a fine of not less than one hundred dollars ($100) nor more than five hundred dollars ($500), or by both penalties in the discretion of the court.(b) The prohibition referred to in subsection (a) of this section shall be applicable during school hours.
