(a) To direct the Public Structures and Highways Naming Commission of the Institute of Puerto Rican Culture to designate the new elementary school in Barinas ward of the municipality of Yauco as the ' Profesora Luisa Monsegur Vélez Elementary School'.(b) This section is hereby approved without being subject to §§ 178 et seq. of Title 23, which creates the Public Highways and Structures Naming Commission of the Commonwealth of Puerto Rico.
