(a) To direct the Public Structures and Highways Naming Committee of the Institute of Puerto Rican Culture to give the 'Parcelas Coco' School, located in the municipality of Salinas, the name of the deceased distinguished educator, Don Félix Garay-Ortiz.(b) The Public Structures and Highways Naming Committee of the Commonwealth of Puerto Rico shall take all necessary measures to faithfully comply with the provisions of this section, without being subject to §§ 178 et seq. of Title 23.
