[A] body which shall be known as the 'Specialized Interagency Unit', shall be created in the Commonwealth of Puerto Rico, whose main function shall be, among others provided in this chapter, to coordinate with the participating government agencies and municipalities where the incidents take place, the efforts needed to prevent the emanation of gases and objectionable odors, counteract their effects when they occur, in order to guarantee adequate protection for the students, school employees, and visitors. For the performance of its functions, it shall be able to obtain resource[s] from the government, and federal, and private sector.
