In a duly constituted Regular Assembly held by the Parent-Teacher Association or Council or by a parent assembly not later than May 1st of each school year, the private school shall recommend to the Parent-Teacher Association or Council or to the parent assembly the maximum budget applicable to each grade for the purchase of the textbooks required in each school year.The private school shall illustrate [sic] the Parent-Teacher Association or Council on the benefits of the recommended budget and said association shall approve the same jointly with the school.
