Beginning with the fiscal year 1968, there shall be assigned to the University a sum equivalent to seven and eight-tenths percent (7.8%) of the average total amount of annual revenues collected under the provisions of the laws of this Commonwealth of Puerto Rico and covered into the Treasury of Puerto Rico in the two (2) fiscal years immediately preceding the current fiscal year. The said seven and eight-tenths percent (7.8%) shall be annually increased by forty-five hundredths of one percent (0.45%) up to a maximum of nine percent (9%) for the fiscal year 1971, in which year the increase shall be thirty hundredths of one percent (0.30%).
