All persons covered by any pension plan of the Commonwealth Government or of any of its agencies, other than the pension plan of the University of Puerto Rico, who would hereafter become entitled to come under the pension plan of the University if not covered by said other plan, may waive the latter pension plan and may come under that of the University of Puerto Rico, doing so within an unextendable term of sixty (60) days counting from the date on which they may become entitled to come under the pension plan of the University of Puerto Rico.
